WINDSOR CHARTER TOWNSHIP PLANNING COMMISSION

REGULAR MEETING

DECEMBER 10, 2025 – MEETING ROOM

Chairperson Holtz called the Windsor Charter Township Planning Commission to order at 7:00 pm.

Present: Holtz, Johnson, Pray, Sabourin, Smith, Bowen, and Pisano

Absent: None

Also Present: Asst Chief Fabijancic, and Clerk Barnhart-Smith

Holtz moved, and Johnson seconded, to amend the agenda to read “Set Public Hearing for 5065 Lansing Road – Amend Comprehensive Development Plan” instead of “Set Public Hearing for 5065 Lansing Road – Rezoning.” Motion carried unanimously.

Pray moved, and Pisano seconded, approving the amended agenda. The motion carried unanimously.

Johnson moved, and Pisano seconded approve the minutes of the previous meeting as written. Motion carried unanimously.

Reports:

Township Board: Since the last Planning Commission meeting, the Township Board has: 1) Adopted a Meeting Code of Conduct and the 2026 Budget; 2) Updated the Cemetery Rules; 3) Approved the 2026 Fee Schedule resolutions; and 4) Appointed Kern Slucter to fill the trustee vacancy.

Board of Appeals: None

Board of Review: The Board of Review met on December 9, 2025, to make corrections.

Reports & Announcements: Matt Bowen announced that the 2025 Old Newsboys sales drive exceeded last year’s sales.

New Business:

Holtz moved, and Sabourin seconded, to set a public hearing for 5065 Lansing Road to amend the Comprehensive Development Plan at the next Planning Commission meeting on January 14, 2026, at 7:00 p.m. Motion carried unanimously.

Holtz moved, and Pray seconded, to approve the amended site plan for PEL Industries to remove the fencing around the building as shown on the originally approved site plan. Motion carried.

Bowen moved, and Pisano seconded, to remove the previously proposed security gate at the driveway entrance. Motion carried.
