PUBLIC HEARING – RCT HOLDINGS, LLC

AND REGULAR MEETING – FEBRUARY 11, 2026 – MEETING ROOM

The regular meeting of the Windsor Charter Township Planning Commission was called to order at 7:00 p.m. by Chairperson Holtz.

 

Present: Holtz, Johnson, Smith, Pisano, and Bowen

Absent: Pray and Sabourin

Also Present:  Planning Consultant Peter Preston, Asst. Chief Fabijancic, and Clerk Barnhart-Smith

 

Johnson moved, and Bowen seconded to approve the agenda as written.  Motion carried unanimously.

 

Johnson moved, and Pisano seconded to approve the minutes of the previous meeting as written.  Motion carried unanimously.


The Public Hearing for the Master Plan Amendment and Rezoning of Parcel No. 080-009-400-140-03 was called to order at 7:03 p.m. by Chairperson Holtz.

 

Peter Preston, Planning Consultant, provided an overview of the decision to file an intent to amend the Master Plan. It came to the attention of Supervisor Shaw and Mr. Preston that several properties along the Lansing Road Corridor may be considered for future development. The corridor generally extends from the intersection of Royston Road and Lansing Road to the intersection of Creyts Road and Lansing Road.

 

The RCT Holdings property and other adjacent properties off Lansing Road are among several parcels that could be affected. Properties in this area include residential, commercial, industrial, and agricultural uses, as well as State-owned land and State highway or interstate right-of-way.

 

Public Comment:

 

Mr. Chad Crandell, a partner with RCT Holdings, addressed the Planning Commission and requested consideration for an M-1 designation for the subject property as part of the Master Plan Amendment process. He stated that no specific development is proposed at this time and that RCT Holdings does not intend to pursue any special land uses associated with M-1 zoning. Mr. Crandell also addressed neighborhood concerns, noting that all truck traffic would access the site exclusively from Lansing Road and that buffering measures, including a 20-foot berm with landscaping, would be implemented to mitigate noise and dust.

 

Several residents expressed concerns regarding the proposed rezoning and Master Plan Amendment. Ms. Suzanne Mishler, of Ironstone Drive, raised issues regarding site lighting and requested consideration of shielding to minimize impacts on nearby homes. She also sought clarification on buffering and noted support for directing truck traffic away from residential streets.

 

Residents, including Ms. Michelle Line (8731 Jacaranda Drive), Ms. Kyla Caranco (8600 Ironstone Drive), Ms. Claudia Hultgren (8671 Jacaranda), and Mr. Ed Graham (6389 News Road), expressed opposition to industrial rezoning in their neighborhood. Concerns included noise, dust, potential impacts on well water, property values, and disruption to the area's residential character.

 

Mr. Charles Taylor (8740 Matrata Drive) noted similar concerns regarding noise and dust, and raised questions about recent unpleasant odors in the area and potential chemical use associated with operations.

 

Mr. Frank Taylor (6357 McAdam Way) requested clarity regarding the property’s current and proposed Master Plan future land use, permitted uses under the manufacturing classification, and potential unintended consequences.

Mr. Alex Svrteltov (6262 Barbados Way) emphasized the long-term impacts of land use decisions, cautioning that introducing manufacturing into a residential area could create lasting challenges as the community grows. Residents consistently urged careful consideration of the amendment to protect neighborhood character, environmental quality, and property values.

With no more comments or questions from the public, Chairperson Holtz closed the Public Hearing for the Master Plan Amendment and Rezoning of Parcel No. 080-009-400-140-03 at 7:33 p.m.

Unfinished Business:

Commissioner Holtz moved to recommend that the Board of Trustees change the zoning of parcel number 080-018-400-110-00 to Agricultural 1 (A1) classification. The motion was seconded by Commissioner Bowen.

A roll-call vote was held, with all commissioners voting in favor.

Ayes: Holtz, Johnson, Smith, Pisano, Bowen

Nays:  None

Absent: Sabourin and Pray

Motion carried.

 

Commissioner Bowen moved to table the application submitted by RCT Holdings pending further review. Motion carried.

 

Commissioner Bowen then moved to recommend that the Board of Trustees approve the intent to amend the Master Plan for the Lansing Road Corridor. The motion was seconded by Commissioner Pisano. Motion carried unanimously.
