WINDSOR CHARTER TOWNSHIP BOARD

REGULAR MEETING

January 27, 2026 – 7:00 PM

APPROVED MINUTES

 

The meeting was called to order at 7:00 pm by Supervisor Shaw with the Pledge of Allegiance.

Present:  Shaw, Rumsey, Barnhart-Smith, Myers, Gardner, Slucter, and Pray

Absent:  None

 

Motion by Slucter, seconded by Pray, to amend the agenda by removing the word “Closed” from “Minutes of Previous Regular and Closed Meetings.” Motion carried unanimously.

Motion by Rumsey, seconded by Gardner, to approve the agenda as amended. Motion carried unanimously.

 

Slucter moved, and Pray seconded the approval of the Consent Agenda.  Motion carried unanimously.

 

General Fund consisting of Voucher #36384 through Voucher #36424, equaling: $49,214.69 plus digital transfers and payments of $ 45,790.57, making a Grand Total of $95,005.26. Payroll Report consisting of Voucher #42794 through #42807 and Direct Deposit #DD6449 through #DD6551 plus digital payments for a Grand Total of $130,751.53.

 

Reports:

Sheriff’s Report:  Invited the Board to ask questions regarding the contact that Eaton County provided the Board with.

     Planning Commission: 2/11, there will be a Public Hearing for RCT Holdings for a rezoning application.

Sewer Board: They have not met since the last meeting, but will meet later this month.

Emergency Service Department:  Chief Miller reported:  1) Significant runs were reported. 2)  The Annual Report is done, and he will be reporting on it at the next meeting.

Barnhart moved, and Gardner seconded the hiring of Rob Herrig and the promotions of Kaleb Benjamin to Captain and Dawn Herrig to Lieutenant. - Motion passed unanimously.

 

Assessor/Preston Community Services: 1) He is finalizing the assessment roll, which will be sent to the printer on February 13th for mailing. 2) The Building Department issued 29 permits in December.

 

Public Service Department:  1) The department's main focus has been clearing sidewalks for the township and the library due to recent weather. 2) One full burial was conducted at the cemetery.

 

Supervisor’s Report:  1) The Supervisor has enrolled in an asset management course for municipal employees to help align asset decisions with the master plan. 2) Eaton County Road Commission Meeting: The commission provided an overview of their program project selection guidelines and their plans for the next few years. A 10-year plan is being developed that includes a significant number of projects and funding allocated to Windsor Township. 3) The Supervisor has been in contact with Ben Terrell from ITC regarding a long-range transmission planning effort. Copies of a project overview, a map of the preliminary route, and a list of community listening sessions were made available for board members.

The Supervisor and other board members plan to attend one of the listening sessions.

 

Clerk Report: 1) The January 13th meeting was canceled due to a training attended by several trustees. 2) 2026 has 3 Upcoming Elections: May: Ingham ISD election (only for residents within that district), August 4: Primary election, and November 3: General election. 3) The township has consolidated from three precincts down to two. This was necessary due to a lack of available public buildings after Dimondale Elementary School stopped serving as a polling location.

 

Public Officials:  The County Treasurer, Dairus Reynnet, reported on County Controller Connie Sobie’s retirement. Interstate Capital Development are currently preparing a detailed agreement for the Land Bank's review. The next step would be for them to approach the township board with a similar agreement.

Motion by Slucter, seconded by Barnhart-Smith, to accept the Eaton County Police Services Proposal Agreement. A roll call vote was taken as follows:

Pray — Yay
Slucter — Yay

Motion carried.

 

Motion by Rumsey, seconded by Slucter, to adopt Resolution 26-001 allowing for the waiver of zoning referral fees in specific circumstances.

A roll call vote was taken as follows:

Myers — Yay
Gardner — Yay
Barnhart-Smith — Yay
Shaw — Yay
Rumsey — Yay
Pray — Yay
Slucter — Yay

Motion carried unanimously.

 

New Business:

Motion by Barnhart-Smith, seconded by Shaw, to amend the Cemetery Rules and Regulations to state that cremation interments and disinterment shall be permitted only between April 1 and October 31, and shall not be performed between November 1 and March 31, unless otherwise authorized by the Director of Public Services or the Township Board, with the application of additional fees.

The motion further included adding a line item for an additional $200 “Winter Interment” fee to the 2027 Fee Schedule.

Motion carried.

 

A motion was made by Slucter and seconded by Rumsey to approve the Windsor Charter Township Wastewater Treatment Plant budget for the 2026-27 year. The motion carried.

 

The board discussed past and future road improvements on Billwood Highway.
