WINDSOR CHARTER TOWNSHIP PLANNING COMMISSION

REGULAR MEETING

WEDNESDAY, MARCH 11, 2026 – MEETING ROOM

PROPOSED

 

Chairperson Holtz called the regular meeting of the Windsor Charter Township Planning Commission to order at 7:00 p.m.

 

Present: Holtz, Johnson, Sabourin, Smith, Pray, and Pisano

Absent: Bowen

Also Present:  Planning Consultant Pete Preston, Supervisor Shaw, and Clerk Barnhart-Smith

 

Johnson moved, and Sabourin seconded to approve the agenda as written.  Motion Carried.

 

Johnson moved, and Pisano seconded to approve the minutes of the previous meeting as written. Motion Carried.

 

Reports:

 

Township Board: 1) The Eaton County Sheriff’s Office thanked the Board for renewing the contract. 2) A proposed Social District informational meeting is scheduled for March 25 at 6:00 p.m. 3) The Board also approved the rezoning of Parcel #080-018-400-110-00 (5065 Lansing Road) from B-1 (Business) to A-1 (Agricultural). 4) The Board also adopted the resolution regarding the Grand Pointe Subdivision Improvements Special Assessment District, tentatively declaring its intent to make the proposed improvements and scheduled a public hearing for March 25, 2026, at 7:00 p.m. at the Windsor Charter Township Emergency Services Building.

 

Board of Appeals: None

 

Board of Review: The public hearings were on 3/9 and 3/10. They will meet to wrap on March 17, 2026.

 

Reports & Announcements: The Annual Roadside Clean-Up is scheduled for April 18, 2026. Volunteers will be needed; additional information will be forthcoming.

NEW BUSINESS:

Pray moved, and Sabourin seconded to retain the same Officers to the Planning Commission: Brian Holtz as Chairperson, Fran Johnson as Vice Chairperson, and Sandra Pray as Secretary. The Motion carried unanimously.

 

UNFINISHED BUSINESS: None

 

PUBLIC PRESENT ON ANY SUBJECT: None

 

Holtz moved, and Pisano seconded, that the Planning Commission enter into closed session pursuant to Section 8(h) of the Michigan Open Meetings Act to consider a written legal opinion from the Township Attorney at 7:07 pm. Roll Call Vote:

Aye: Holtz, Johnson, Sabourin, Smith, Pray, and Pisano.

Nays: None.

Absent: Bowen

Motion carried.

 

Holtz moved, and Johnson seconded, to return to open session at 9:31 pm. Motion carried.

 

With no further business, Chairperson Holtz adjourned the meeting at 9:32 pm.
