WINDSOR CHARTER TOWNSHIP BOARD
REGULAR MEETING – February 24, 2026

Supervisor Shaw called the meeting to order at 7:00 pm with the Pledge of Allegiance.
Present: Shaw, Rumsey, Barnhart-Smith, Myers, Pray, Slucter, and Gardner
Absent: None
Slucter moved, and Gardner
seconded to amend the agenda and add the Grand Pointe Water Project under Unfinished
Business. Motion carried unanimously.
Barnhart-Smith moved, and Pray
seconded to approve the agenda as amended.
Motion carried unanimously.
Rumsey moved, and Gardner seconded to approve the minutes of the previous
regular meeting. Motion carried
unanimously.
Reports:
Sheriff’s Report:
None
Planning Commission: 1) A Public Hearing was held for a property owned by RCT. 2) The Planning Commission recommended rezoning Parcel No. 080-018-400-110-00 to A-1 (Agricultural).
Sewer Board: At the previous Board meeting, the Board
approved the purchase of two pumps for Lift Station #7. The Township Board will
also need to approve this purchase.
Emergency Service
Department: Chief Miller reported: 1) Significant runs were described. 2) He provided the Annual Report for the
Board’s review and included mutual aid statistics from the past six years to
show trends.
Assessor/Preston Community
Services: Supervisor Shaw spoke on the Board of Review
and finalizing tax rolls.
Public Service Department: Clerk
Barnhart-Smith reported 1) One burial
so far this year. 2) She also announced that the Windsor Township Pioneers
Preservation Society will hold its first semi-annual meeting on Monday, March
2, 2026, at 6:00 p.m. in the Township Meeting Room.
Supervisor’s Report: Supervisor
Shaw reported 1) On pending site plans and a listening session regarding
proposed State House bills that could significantly impact local zoning and
development. 2) She also provided an update on the Grand Pointe Water Project,
noting progress on contractor bidding, road reconstruction planning, and cost
estimates for concrete curbing. The project timeline and next steps were
discussed, pending Don's proposed schedule. The process for establishing a
Special Assessment District (SAD) will be handled primarily by legal counsel,
and a stakeholder meeting is scheduled for this week or next.

Unfinished Business:
Grand Pointe Water Project – Supervisor Shaw reported progress on contractor bidding, road reconstruction, and concrete curbing costs.
Certain road sections will require full pulverizing and reshaping, coordinated
with Eaton County Road Commission and Wolverine Engineering. EGLE requires a
Special Assessment District (SAD) before issuing permits, and the township’s
legal team will manage it. Action items include scheduling a stakeholder
meeting, following up with EGLE, and sharing the project timeline.
New Business:
Rezoning of Parcel 080-018-400-110-00 (Lansing Road) – A
Discussion was held on the proposed change in zoning for property commonly
known as 5065 Lansing Road, parcel number 080-018-400-110-00, from B-1 (Business)
to A-1 (Agricultural). Parcels adjacent to the property were examined. The
Planning Commission recommendation was taken into consideration. Rumsey
moved, and Gardner seconded to introduce the intent to rezone parcel number
080-018-400-110-00, commonly known as 5065 Lansing Road, from B1 (Business) to
A-1 (Agricultural). Furthermore, the rezoning should be considered for adoption
by the Township Board at its March 10, 2026, regular meeting.

Nay- None
The motion carried unanimously.
Rumsey made a motion, and Slucter seconded to approve Resolution 26-002 to support a grant application to the Michigan Township Participating Plan for the Security Camera Enhancement Project 2026.
