WINDSOR CHARTER TOWNSHIP BOARD

REGULAR MEETING

March 24, 2026 – 7:00 PM

The meeting was called to order at 7:00 PM by Supervisor Shaw with the Pledge of Allegiance. 

Present:  Shaw, Rumsey, Barnhart-Smith, Pray, Myers, Gardner and Slucter

Absent:  None

 

Gardner moved, and Myers seconded to approve the agenda of the meeting as written.  Carried unanimously.

 

Shaw moved, and Pray seconded to amend the minutes of the previous meeting to correct the spelling of Deputy Dowen from Dowlen to Dowen.  Carried unanimously.

 

Slucter moved, and Pray seconded to approve the minutes of the previous meeting as amended.  Carried unanimously.

 

Reports:

 

Sheriff’s Report:  Lieutenant Dahlgren and Deputy Dowen reported 1) Larcenies from vehicles are declining; a juvenile suspect was identified. 2) A text scam impersonating the Secretary of State is circulating; if no personal information was shared, ignore and block the sender. 3) A new sergeant promotion is in process and expected by May; the sergeant will directly supervise Dylan.

    

Planning Commission:  None

 

Sewer Board:  They approved a budget amendment for additional repairs to the system.

 

Emergency Service Department:  Chief Miller reported: 1) Significant runs since the last meeting.  2) Emergency Services staff participated with the elementary school in a medical response drill. The school has established a medical emergency response team, so in the event they have an issue, they have personnel who will respond and assist EMS. 3) The phone system at the Emergency Services Building and Township Offices will be converted to a single carrier. This upgrade will allow for better service to our residents.

 

Assessor/Preston Community Services:  1) The Board of Review met and processed 10 petitions; a reduction was due to veterans’ petitions now handled administratively. 2) Thirty-nine building permits were issued in February.

 

Public Service Department:   1) One full burial completed; 2) Tree removal estimates approved; work to begin shortly on 28 trees. 3) The 5th Annual Community Cleanup is coming up on April 18, 2026.  We will be meeting at the township Offices at 10 AM and having a cook-up from 1 to 2 PM. We need volunteers, so please spread the word.

 

Supervisor’s Report:  1) She has been working with the Board of Water and Light, Eagle Wolverine, and legal counsel on the Grand Pointe water project. 2) Special meeting for Grand Pointe residents scheduled for the following evening, March 25, 2026, at 7 PM. 3) Tentative meeting on March 31st to discuss the water switchover plan. 4) Several nuisance complaints are being addressed; a couch was removed from the Grand Pointe subdivision entrance.

Other Reports & Announcements:  Clerk Barnhart-Smith shared that the Michigan Department of State is now accepting entries for the 2026 I Voted Sticker Contest—submit your design for a chance to have it featured on official voter stickers across Michigan.

New Business:

Based upon the materials reviewed, Barnhart-Smith moved and Slucter seconded, pursuant to Windsor Township’s Medical/Adult-Use Marihuana Ordinance, to approve One (1) Adult-Use Class C Grow Facility Licensing Permit for HUB Distro Lansing, LLC, under the following conditions: 1) All original and currently applicable conditions.  2) The License Permittee maintains their SUP renewal for the property with all conditions provided within their SUP renewal, noting that they are allowed to continue to operate under their current SUP.

The motion carried unanimously.

 

Barnhart-Smith made a motion, and Rumsey seconded to approve Resolution 26-005, supporting the submission of a grant application to the Eaton County Historical Commission for the Courter-Pray Cemetery Historical Preservation Project. The resolution authorizes the Township Clerk to prepare, submit, and execute all necessary documents and act as the Township’s representative for the project.

Discussion:
The Township Board discussed the significance of preserving Courter-Pray Cemetery, including the removal of invasive vegetation, cleaning and stabilization of headstones using proper preservation methods, and improving access to the site. The grant would assist with project costs while maintaining historical integrity.
