REGULAR MEETING

Chairperson Holtz called the regular meeting of the Windsor Charter Township Planning Commission to order at 7:00 p.m.

Present: Holtz, Pray, Sabourin, Bowen, Smith and Pisano

Absent: Johnson

Also Present: William Fabijancic, Jr., Assistant Chief / Fire Marshal

Sabourin moved, and Bowen seconded, to approve the agenda as written. Motion carried.

Pisano moved, and Holtz seconded, to approve the minutes of the previous meeting. Motion carried.

Reports:

Township Board: Is establishing a S.A.D. for improvements in the Grand Pointe Subdivision.

Board of Appeals: None

Board of Review: None

Reports & Announcements: 5th Annual Roadside Clean-Up is on April 18, 2026, from 10:00 to 2:00 p.m.

The annual review was conducted for Hub Distro of Lansing, operating at 4955 Lansing Road, regarding the renewal of its Special Use Permit. A motion was made by Holtz and supported by Bowen to recommend to the Township Board approval of the renewal of the Special Use Permit for a marihuana cultivation facility at this location. Roll Call:
Ayes: Sabourin, Pisano, Smith, Holtz, Pray, and Bowen
Nays: None
Absent: Johnson
Motion Carried.

The annual review was conducted for Mitten Distro X, operating at 9410 Davis Highway, regarding the renewal of its Special Use Permit. A motion was made by Bowen and supported by Pisano to recommend to the Township Board approval of the renewal of Mitten Distro X’s Special Use Permit for a commercial marihuana facility at this location. Roll Call:
Ayes: Sabourin, Pisano, Smith, Holtz, Pray, and Bowen
Nays: None
Absent: Johnson

The annual review was conducted for Premier Meds LLC, operating at 5103 Lansing Road, regarding the renewal of its Special Use Permit. A motion was made by Bowen and supported by Johnson to recommend to the Township Board approval of the renewal of the Special Use Permit for a marihuana cultivation facility at this location. Roll Call:
Ayes: Sabourin, Pisano, Smith, Holtz, Pray, and Bowen
Nays: None
Absent: Johnson
