WINDSOR CHARTER TOWNSHIP BOARD

REGULAR MEETING – April 28, 2026

MEETING ROOM – 7:00 PM

PROPOSED

 

Supervisor Shaw called the meeting to order at 7:00 pm with the Pledge of Allegiance.

 

Present:  Shaw, Rumsey, Barnhart-Smith, Myers, Pray, Slucter, and Gardner

Absent:  None

 

Slucter moved, and Gardner seconded to approve the agenda as written.  Motion carried.

 

Pray moved, and Rumsey seconded to approve the minutes of the previous regular meeting.  Motion carried.

 

Reports:

 

Sheriff’s Report:  None 

    

Planning Commission:  1) At the next Planning Commission meeting, the Commission will consider setting a Public Hearing for a Special Use Permit application 26-001 submitted by Tarrington Groups, aka Sanctum of One God, aka Tarrington Church Parcel # 080-010-200-040-02, parcel commonly known as 6801 Creyts Road, Dimondale.

 

Sewer Board: None

 

Emergency Service Department:  Chief Miller reported 2026 year-to-date activity totals of 144 fire runs and 380 EMS runs. Significant incidents included three mutual aid structure fires and three separate wires-down responses. 2) Rumsey made a motion, and Slucter seconded, to accept the resignations of Matt LaFrance and Gary Spalding. Motion carried. 3) Chief Miller also reported on the EMS continuing education training consortium, which now includes 16 departments across 22 stations. Credit was given to Assistant Chief Bill Fabijancic, Jr., and the advisory committee for their work in establishing and expanding the program.

 

Assessor/Preston Community Services:  Supervisor Shaw said that the Building Department was beginning to ramp up with Increased zoning referrals and permits being received.

 

Public Service Department:  Public Service Director Kyle Baker reported 1) Cemetery: year-to-date 2 full burials, 4 cremations; 2) Foundation work is expected to begin mid-next week, weather permitting. Grass maintenance remains a primary concern following recent heavy rainfall. 3) Community cleanup successful: 19 volunteers; most priority roads addressed; dumpster filled. 4) Cemetery tree trimming nearly complete: 19 trees removed; 2 remaining; 5–6 stumps to grind. 6) Two high-risk trees located near the chapel and close to power lines remain outstanding. Contractors have been reluctant to submit bids due to the complexity of removal. Bidding remains open until May 1, 2026.

 

Supervisor’s Report:  Supervisor Shaw provided an update on the Ireland twins following the severe burns they suffered in an Easter weekend house fire, and expressed appreciation for the support provided by the community, Windsor Charter Township EMS Department, and Morning Lory’s. 2) Supervisor Shaw, along with Board Members Kern Slucter and Sandy Pray, attended the Michigan Township Association (MTA) Conference. The Supervisor also reported enrollment in the Township Government Academy and participation in the Red Book Ready program for expanded governance training. 3) Additionally, Supervisor Shaw suggested exploring grant opportunities to install cameras in areas prone to illegal dumping.

Unfinished Business

Discussion continued regarding the removal of two hazardous trees near the chapel at Dimondale Cemetery. The Board discussed safety concerns, the need for possible temporary disconnection of Consumers Energy service lines, and the difficulty obtaining bids due to the complexity of the project. One bid for $6,700.00 had been received, and bidding remained open until May 1, 2026.

Slucter moved, supported by Pray, to transfer $7,000.00 from the Township Contingency Fund to the Cemetery Fund for tree removal. Motion carried.

 

New Business

Library Board President Linda Reznick reported that library programs are exceeding available space capacity, resulting in some programs reaching participation limits and concerns regarding indoor space during inclement weather. The library requested that the Township begin planning for future space needs.

Discussion followed regarding the Township office and meeting space needs. Slucter moved, supported by Pray, to establish a committee to explore future space planning options for the Township. Motion carried.

Pray moved, supported by Slucter, to appoint Slucter, Barnhart-Smith, and Kurt Myers to the committee. Motion carried.

The Board also discussed the house on Bridge Highway as a possible temporary Township office location. Shaw moved, supported by Slucter, to explore the use of the house and determine costs associated with temporary accessibility improvements for the Township office use. Motion carried.
