The meeting was called to order at 7:00 p.m. by Supervisor Shaw, who led the Pledge of Allegiance.

Present: Shaw, Rumsey, Barnhart-Smith, Pray, Gardner, and Slucter

Absent: Myers

Slucter moved, and Gardner seconded to approve the agenda as written. Motion carried.

Pray moved, and Gardner seconded to approve the Consent Agenda. Motion carried.

General Fund consisting of Voucher #36597 through Voucher #36642, equaling: $57962.94 plus digital transfer and payments of $22420.86, making a Grand Total of $80,383.80

Payroll Report consisting of Voucher #42841 through #42847 and direct deposits #DD6840 through #DD6880 plus digital payments for a Grand Total of $93429.89

Reports:

Sheriff’s Reports:  1) There were 106 events within the Township, mostly speeding. 2) A discussion was held regarding current animal control services. The Deputy explained that while the County does not currently have active animal control services.

Planning Commission:  The Planning Commission will meet tomorrow evening. The agenda includes several Special Use Permit renewals. The Commission is also expected to set a public hearing date for the Special Use Permit application submitted by Sanctum of One God, also known as The Tarrington.

Sewer Board:  The Sewer Board has not met since the last Township Board meeting.

Emergency Service Department: Chief Miller reported 1) Significant runs. 2) Rumsey moved, and Pray seconded to approve the hiring of Adrian Harrell as a paid-on-call EMT trainee.  Motion carried.

Assessor/Preston Community Services: Pete Preston reported 1) The State has finalized its roll, allowing Equalization and the Township to finalize theirs. The roll is now ready to roll over, and the office has returned to preparing the tax roll for the Treasurer. 2) Thirty-five permits were issued in April, compared to eighty-five last April. Although many of last year’s permits were trade-related, permit activity has slowed significantly this year.

Public Service Department: 1) The Department is preparing for Memorial Day activities and staff are hoping to have all cemetery markers in place by Memorial Day. 2) Tree work continues, including removal of a fallen tree in West Windsor and the large cherry tree at Dimondale Cemetery.

Supervisor’s Report:  The Supervisor reported 1) The Township continues exploring future office space options. 2) Several zoning referrals and nuisance complaints are being addressed, and residents were asked for patience. 3) Rumors of a proposed data center on the Nixon and Pinch property are not true at this time. 4) Today was the bid letting for the Grand Pointe water project.

Clerk Report: The Clerk reported that the Township conducted the Ingham ISD special election last Tuesday. Voter turnout was approximately 29.6%, with about 901 voters participating, which was slightly higher than the previous special election turnout.

Public Officials: Dairus Reynnet, Eaton County Treasurer, reported that the settlement process has been completed and checks were sent out. Windsor Township will receive approximately $81,000 from the revolving fund for local taxes.  Danielle Tiedeman, Village Manager for Dimondale, reminded everyone that the Memorial Day Parade will take place on Memorial Day beginning at 11:00 a.m.

Other Reports & Announcements:  William V. Fabijancic, Jr., Assistant Chief, reported that the Department was approved for a grant in the amount of $2,225 for security cameras. While the award was slightly less than the requested $2,500, he stated the Department was happy to receive the funding.

Unfinished Business:  

Discussion continued regarding temporary Township office space and the need to move forward before winter. The Board discussed balancing short-term needs with long-term planning while minimizing costs.

 

New Business:

Ben Dawson, newly appointed Eaton County Controller/Administrator, introduced himself to the Board and reviewed County operations, financial recovery efforts, upcoming millages, and discussions regarding police and animal control services.

 

Resolution No. 26-010 was offered by Shaw and supported by Rumsey for a Sewer Board budget amendment for the Dimondale-Windsor Wastewater Treatment budget. The amendment increased expenditures for Sewer Fund Capital Outlay Account No. 590-527-970 from $130,990 to $168,260 for costs associated with the fine screen replacement in the headworks building and the purchase of two RES pumps.

A renewal application was received from Forever Home Grown, LLC for an Adult-Use Class C Marihuana Grow Facility Permit.  There have been no changes to the operation since the previous submission. Based upon the materials reviewed, Barnhart-Smith moved. Rumsey seconded, according to Windsor Township’s Medical/Adult-Use Class C Marihuana Ordinance, to approve One Class C (1) Medical and Five (5) Adult-Use Class C Growers Facility Licensing Permit for Forever Home Grown, LLC, under the following conditions: 1) All original and currently applicable conditions.  The License Permittee may continue operating under the current SUP while the renewal remains tabled and must comply with any renewed SUP conditions once Harvest Park lots comply with Township ordinances or as otherwise determined by the Board.

A renewal application was received from Lake Life Farms, Inc. for an Adult-Use Class C Marihuana Grow / Processor Facility Permit. Based upon the materials reviewed, Barnhart-Smith moved and Rumsey seconded, under Windsor Township’s Medical/Adult-Use Class C Marihuana Ordinance, to approve Four (4) Adult-Use Class C Grower Facility Licensing Permit and One (1) Adult-Use Class C Processor Facility Licensing Permit for Lake Life Farms, Inc., under the following conditions:

  1. All original and currently applicable conditions.
  2. The License Permittee maintaining their SUP renewal for the property with all conditions provided within their SUP renewal, noting that they are allowed to continue to operate under their current SUP, which is currently tabled, and will have to comply with any conditions of that renewed SUP at the time Harvest Park lots comply with the Township’s ordinances or as otherwise determined by the Board at a future date as additional information becomes available.
  3. The permittee’s second location, identified as Suite B, shall also be subject to all applicable BFS and CRS inspections and compliance requirements.

A renewal application was received from Attitude Wellness / LUME Cannabis for an Adult-Use Class C Marihuana Grow / Processor Facility Permit.  There have been no changes to the operation since the previous submission. Based upon the materials reviewed, Barnhart-Smith moved and Rumsey seconded, under Windsor Township’s Medical/Adult-Use Class C Marihuana Ordinance to approve Four (4) Medical Grower and One (1) Adult-Use Class C and One Medical Use Class C (1) Processor Facility and one (1) Excess Grow Licensing Permit for Attitude Wellness / LUME Cannabis under the following conditions: 1) All original and currently applicable conditions.  2) The License Permittee maintaining their SUP renewal for the property with all conditions provided within their SUP renewal, noting that they are allowed to continue to operate under their current SUP, which is tabled currently, and will have to comply with any conditions of that renewed SUP at the time Harvest Park lots comply with the Township’s ordinances or as otherwise determined by the Board at a future date as additional information becomes available.

Based upon the materials reviewed, Barnhart-Smith moved and Slucter seconded, under Windsor Township’s Medical/Adult-Use Class C Marihuana Ordinance to approve seven (7) Medical Grower and three (3) Adult-Use Class C and One Adult Use Class C (1) Processor Facility. Based upon the materials under the following conditions: 1) All original and currently applicable conditions.  2) The License Permittee maintains their SUP renewal for the property with all conditions provided within their SUP renewal, noting that they are allowed to continue to operate under their current SUP.

A renewal application was received from Premier Meds LLC for an Adult-Use Class C Marihuana Grow Facility Permit.  There have been no changes to the operation since the previous submission. Based upon the materials reviewed, Barnhart-Smith moved Pray seconded, according to Windsor Township’s Medical/Adult-Use Class C Marihuana Ordinance to approve the renewal of one (1) Class C Grower Adult-Use Permit for Premier Meds LLC, under the following conditions: 1) All original and currently applicable conditions.  2) The License Permittee maintains their SUP renewal for the property with all conditions provided within their SUP renewal.

Based upon the materials reviewed, Barnhart-Smith moved and Slucter seconded, according to Windsor Township’s Medical/Adult-Use Marihuana Ordinance, to approve One Class C (1) Medical and One (1) Adult-Use Processor Facility Licensing Permit for PG Manufacturing, LLC, under the following conditions: 1) All original and currently applicable conditions.  2) The License Permittee maintaining their SUP renewal for the property with all conditions provided within their SUP renewal, noting that they are allowed to continue to operate under their current SUP, which is tabled currently, and will have to comply with any conditions of that renewed SUP at the time Harvest Park lots comply with the Township’s ordinances or as otherwise determined by the Board at a future date as additional information becomes available.

Hear Public Present on Any Subject:

During public comment, a resident asked about marihuana business limits; officials said limits are in the ordinance online.

A resident questioned the temporary office move; officials said the library needs space, no local alternatives exist, and a permanent building could take about 2½ years.

A resident raised shared driveway concerns after being unable to reach anyone. Others noted difficulty contacting the Supervisor, who said she was having phone and email issues.

With no further business, Supervisor Shaw adjourned the meeting at 8:35pm.
