REGULAR MEETING

Chairperson Holtz called the regular meeting of the Windsor Charter Township Planning Commission to order at 7:00 p.m.
Present: Holtz, Johnson, Pray, Smith, Sabourin, and Bowen
Absent: Pisano
Also Present: Planning Consultant Peter Preston, Supervisor
Shaw, Assistant Chief Bill Fabijanncic, Township Legal Counsel Matthew Kuschel
and Clerk Barnhart-Smith
Johnson moved, and Bowen seconded,
to approve the agenda as written. The motion carried unanimously.
Johnson moved, and Sabourin seconded, to approve the minutes of the previous meeting as written.
The motion carried unanimously.
Reports:
Township Board: Ben Dawson from the Eaton County Controller's Office presented on the proposed millage for the August and November elections.

New Business:
Chairman Holtz made a motion, supported by Commissioner Bowen, to
set a Public Hearing for the Special Use Permit application submitted by
Sanctum of One God, also known as The Tarrington and Tarrington Church. The
Public Hearing was scheduled for the next regular Planning Commission meeting
on June 10, 2026 at 7pm.
Motion Carried.
Commissioner Johnson moved, supported by Commissioner Holtz, to approve
the annual renewal of Special Use Permit No. 23-003 issued to Midwest X LLC for
the Mini Storage facility, subject to continued compliance with all previously
approved conditions of the Special Use Permit and all applicable Township
ordinances.
Motion Carried.
Commissioner Pray moved, supported by Commissioner Sabourin, to approve
the annual renewal of Special Use Permit No. 07-0109 issued to DJ Landscape,
subject to continued compliance with all previously approved conditions of the
Special Use Permit and all applicable Township ordinances.
Motion Carried.
Commissioner Pray
moved, supported by Commissioner Johnson, to approve the renewal of Special Use
Permit No. 25-002 for Fish Daycare and Special Use Permit No. 23-001 for Hawa
Omar Daycare, subject to continued compliance with all previously approved conditions
of the Special Use Permits and all applicable Township ordinances. The Planning
Commission further approved modifying the review schedule for both Special Use
Permits from an annual review to a review every five (5) years.
Motion Carried.
An annual review was conducted regarding the transfer and renewal of the
Special Use Permit previously issued to Transcend D' Ventures for a Marihuana
Cultivation Facility.
Chairman Holtz moved, supported by Commissioner Bowen, to recommend that
the Windsor Charter Township Board approve the assumption and renewal of the
Special Use Permit by Lake Life Farms, Inc. for the Marihuana Cultivation
Facility. The Planning Commission acknowledged that Lake Life Farms, Inc. has
executed a Consent to be Bound by the terms, conditions, and requirements of
the existing Special Use Permit and recommends approval subject to continued
compliance with all previously approved conditions of the Special Use Permit
and all applicable Township ordinances.
