PUBLIC HEARING – SANCTUM OF ONE GOD AKA TARRINGTON GROUP

AND REGULAR MEETING

WEDNESDAY, JUNE 10, 2026 – MEETING ROOM

Chairperson Holtz called the regular meeting of the Windsor Charter Township Planning Commission to order at 7:00 p.m.

 

Present: Holtz, Johnson, Sabourin, Pray, Bowen, Smith and Pisano

Absent: None

Also Present: Planning Consultant Pete Preston, Assistant Chief Fabijancic, Supervisor Shaw, Clerk Barnhart-Smith, and Township Legal Counsel.

 

Johnson moved, and Pray seconded to approve the agenda as written.  Motion carried.

 

Sabourin moved, and Bowen seconded to approve the minutes of the previous meeting as written. Motion carried.

 

At 7:03 p.m., Chairperson Holtz opened the public hearing for the Special Use Permit application submitted by Sanctum of One God, a.k.a. The Tarrington Group, for the property located at 6801 S. Creyts Road.

 

Mr. Hamilton spoke on behalf of Sanctum of One God, a.k.a. The Tarrington Group. He introduced himself and his wife, Kathy, as leaders of the church on Creyts Road and described their mission to establish a small community church and positively impact the Dimondale area.

 

Beth Cowles, 9955 Donegal Drive, expressed support, citing improved property upkeep and contrasting the church with the proliferation of marijuana shops.

 

Norm Wightman, 6770 Creyts Road, a long-term resident, praised the Hamiltons' improvements to the formerly vacant property and expressed strong support for the project. He also questioned the timing of enforcement actions and the presence of a fire truck at the site.

 

Phillip Dadd, 9925 Donegal Drive, a neighboring property owner, noted past drug activity when the property was vacant and praised the current owners for their improvements to the property and community events.

 

Jourdan V. Reis, wrote a letter and Beth Cowles submitted a letter on behalf of Jourdan V. Reis, which was read into the record by Chairperson Brian Holtz. The letter praised the property owners for their consideration of neighboring properties, including the installation of a fence, and urged approval of the Special Use Permit.

 

Doug Lovejoy, 224 Quincy, sought clarification on whether the property's use is an event center or a church.

 

With no more comments or questions from the public, Chairperson Holtz closed the public hearing for The Tarrington Group's Special Use Permit request at 6801 S. Creyts Road at 7:23 p.m.

 

Reports:

Township Board: Trustee Pray reported last night, the meeting and received an update from the Future Township Facilities Committee. They did a budget amendment so that they could conduct a site evaluation and conceptual layout planning for the new facilities.  An update on ITC was given. The Township Board considered several Special Use Permit renewals recommended by the Planning Commission.

Board of Review: Board of Review will be coming up on July 21st, 2026

Reports & Announcements: Trustee Pray announced that the Eaton County Historical Society will host a walking tour of Dimondale Cemetery on Sunday, June 14, 2026, beginning at 2:00 p.m. She noted that Terry Hill, who has been involved in cemetery restoration and preservation efforts, will participate in the event portraying Tyler Hull. Dr. Tyler B. Hull was one of the most prominent citizens in the early history of Windsor Township. He became well known for his service to the community as a physician, educator, attorney, public official, and state legislator. The Dimondale Cemetery features a life-sized statue of Dr. Hull seated in a chair atop a pedestal more than twenty feet high. The monument has long been a local landmark and remains one of the most notable historic gravesites in the cemetery. The public is encouraged to attend.

UNFINISHED BUSINESS

The Planning Commission reviewed the Special Use Permit application for Sanctum of One God (The Tarrington) located at 6801 Creyts Road. The commission reviewed the staff report and identified additional information needed regarding the proposed use, site layout, parking, occupancy, hours of operation, outdoor activity areas, and agency reviews. Commissioner Pray referenced information available on the applicant's website regarding rental fees for weddings and events ranging from approximately $5,900 to $7,900. The applicant confirmed the organization is a nonprofit and discussed the facility's use for weddings and other events. The applicant provided information regarding the proposed use of the property as a church and religious facility. Commissioners discussed parking, traffic, occupancy, event activities, and compatibility with the surrounding residential area.

Following extensive discussion, the Planning Commission determined that additional information was necessary before a decision could be made on the application. The Commission identified several items that must be provided by the applicant, including but not limited to:

Motion by Commissioner Bowen, supported by Commissioner Johnson, to postpone consideration of the Special Use Permit application for Sanctum of One God (The Tarrington) until the August 11, 2026 Planning Commission meeting, based upon the findings contained in the staff report and the additional information requested by the Planning Commission, including submission of an updated site plan, identification of outdoor activity areas, overflow parking areas, hours of operation, maximum occupancy, a complete list of proposed uses, and receipt of comments from the Eaton County Road Commission and Fire Department.
