WINDSOR CHARTER TOWNSHIP BOARD

REGULAR MEETING

MAY 26, 2026 – 7:00 PM

The meeting was called to order at 7:00 pm with the Pledge of Allegiance. 

Present:  Barnhart-Smith, Myers, Pray, and Gardner

Absent:  Shaw, Rumsey, Slucter.

 

Motion by Myers, supported by Gardner, to appoint the Township Clerk Barnhart-Smith to serve as Chairperson Pro Tem for this meeting due to the absence of the Township Supervisor Shaw. The Clerk shall preside over the meeting for all business conducted this evening.

Roll Call Vote:
Ayes: Barnhart-Smith, Myers, Pray, and Gardner

Nays: None
Absent: Shaw, Rumsey, and Slucter.

Motion carried.

 

Barnhart-Smith moved, and Pray seconded to amend the agenda by removing “Credit Card Policy” from New Business.  Motion carried. Pray moved, and Myers seconded to approve the agenda as amended.  Motion carried.

 

Gardner moved to table approval of the minutes pending review of the meeting recording regarding the Sheriff’s Report discussion on animal control services. Supported by Myers.  Motion carried.

 

Reports:

Sheriff’s Report:  None

    

     Planning Commission: At the last meeting, the renewal of several Special Use Permits were recommended to the Board.

 

     Sewer Board: The new pumps approved in the budget amendment were installed today.

 

     Emergency Service Department:  Chief Miller reported: 1) The Fire/EMS Department reported 60 total runs over the past two weeks, including 46 EMS calls and 14 fire calls. Year-to-date totals include 469 EMS runs and 171 fire runs, both lower than the same period last year. 2)Notable incidents included six fire alarms/reported structure fires, two confirmed fires, and a 10-acre field fire in Benton Township. 3) Mitchell Robinson, a full-time Firefighter/EMT, completed Fire Inspector training and is preparing for NFPA certification.

 

    Assessor/Preston Community Services:  None

 

     Public Service Department:   None

 

     Supervisor’s Report:  None

 

 Public Officials:  Village of Dimondale President Ralph Reznik expressed appreciation to the Windsor Township Emergency Services Department for their participation and assistance with the Village of Dimondale Memorial Day Parade and memorial service, including traffic control and event support.

Unfinished Business: 

Resolution No. 26-09 was offered by Gardner and supported by Myers to authorize Consumers Energy Company to make modifications to the Township lighting system under existing Contract No. 103036071431, pursuant to Notification No. 1075783884, for General Unmetered Light Emitting Diode (GU-LED) lighting services. All remaining provisions of the existing Standard Lighting Contract dated January 14, 2019, shall remain in full force and effect.

The resolution was declared adopted.

 

New Business:

Motion by Barnhart-Smith, supported by Pray, to approve a budget amendment transferring $33,000 from the Contingency Account to the Building and Grounds Miscellaneous Account, and transferring $17,000 from the General Fund Balance to the Building and Grounds Miscellaneous Account, for a total increase of $50,000 to the Building and Grounds Miscellaneous budget line item.
