REGULAR MEETING

The meeting was called to order at 7:00 pm by Supervisor Shaw with the Pledge of Allegiance.
Present: Shaw, Barnhart-Smith, Rumsey, Pray, Slucter, Gardner, and Myers.
Absent: None
Slucter moved, and Rumsey
seconded, to approve the agenda as written. The motion carried.
Slucter moved, and Rumsey
seconded to approve the minutes of the previous regular meeting. The motion
carried.
Reports:
Sheriff’s Report: None
Planning Commission: Pray reported that the Planning Commission held a public hearing at its most recent meeting and provided the Board with an update on the proceedings.
Sewer Board: None
Emergency Service Department: 1) Chief
Miller reported on recent department activity. 2) He also reported that the
department received two much-needed donations from Dean Butler, owner of Butler
Heating & A/C, totaling approximately $10,000. Rumsey moved, Slucter
seconded, to transfer Ethan Bird from Full-Time Firefighter/EMT to Part-Time
Paid-on-Call Firefighter/EMT and to remove Amy Nguyen from EMT Trainee status
and appoint her as a Part-Time Paid-on-Call EMT. The motion carried.
Assessor/Preston Community Services: None
Public Service Department: None
Supervisor’s Report: 1) Supervisor Shaw reported that a pre-construction meeting for the Grand Pointe Water Main Project was scheduled for the following day. 2) The Supervisor also reported following up on property complaints and continuing work on future Township projects.
Clerk’s Report: The Clerk reported that the office was focused on preparing more than 2,200 absentee ballots for the August 4, 2026, Primary Election. Ballots would be mailed by the end of the week.
Public Officials: Eaton County Treasurer Darius Reynnet reported that the County is nearing completion of its annual budget, with a Ways and Means Committee hearing scheduled for Friday to discuss budget matters. He also reminded residents that two countywide millage proposals—the 911 Millage (0.95 mills) and the Juvenile Center Millage (0.35 mills)—will appear on the August ballot and that additional information, including a millage calculator, is available on the County's website.

Unfinished Business:
Barnhart-Smith moved, supported by
Pray, to rescind the Board's June 9, 2026, motion approving the annual Special
Use Permit renewals for Hub Distro of Lansing, Mitten Distro X, and Premier
Meds, as those items were presented in error. The motion carried.
Supervisor Shaw received an overview of
the proposed Oneida–Sabine Lake Transmission Line Project from representatives
of ITC. The project consists of a proposed 50-mile, 345-kilovolt transmission
line, with landowner open houses scheduled for July 21–30, 2026. The project is
currently in the route study phase, with an application for a Certificate of
Public Convenience and Necessity anticipated in the second quarter of 2027.
New Business: Shaw
moved, supported by Rumsey, to adopt Resolution No. 26-011 authorizing a
temporary loan not to exceed $1,592,365.00, to be repaid through special
assessments levied within the Grand Pointe Subdivision Special Assessment
District at 5% annual interest, with repayment in ten equal annual principal
installments beginning with the 2026 Winter Tax Bill.
A roll call vote was taken.
Ayes: Gardner, Myers, Slucter, Pray, Rumsey, Shaw, and
Barnhart-Smith.
Nays: None.
Absent: None.
Resolution No. 26-011 was adopted.
Hear Public Present on Any Subject: 1) Several residents addressed the Board regarding the rumored development of a data center. 2) A resident also questioned whether a required berm at the corner of the Billwood property had been constructed in accordance with the approved site plan.
With no further business, Supervisor Shaw adjourned the meeting at 8:15 p.m.
