Proposed

Chairperson Holtz called the meeting of the Windsor Charter Township Planning Commission to order at 7:00 p.m.

 

Present: Holtz, Pray, Bowen, Sabourin, Smith, and Pisano

Absent: Johnson   

Also Present: Assistant Chief Fabijancic, Supervisor Shaw, Clerk Barnhart-Smith, and Matt Kuschel of Fahey, Schultz, Burzych, and Rhodes.

 

Holtz moved, and Pray seconded, to amend the agenda to include the HSV Redi-Mix rezoning request under New Business. Motion carried unanimously.

 

Sabourin moved, and Pisano seconded, to approve the amended agenda. Motion carried unanimously.

 

Holtz moved, and Bowen supported, to approve the minutes of the previous meeting as written. Motion carried unanimously.

 

Reports:

Township Board: Commissioner Pray reported: 1) the Township is working to transition its retirement plan from John Hancock to Voya; 2) the Township Board also approved Ordinance No. 53, granting Consumers Energy Company the right and authority to construct, maintain, and commercially use electric lines and related facilities within public places in Windsor Charter Township; 3) Eaton County Controller Ben Dawson presented information to the Township Board regarding the 2026–2027 budget for the Township's contracted Sheriff's Department services.

Board of Appeals: Chairman Holtz reported that a meeting was anticipated, with the date still being finalized.

 

Board of Review: It was reported that the Board of Review had met in July.

Hear Public Present on Agenda Items: Public comment was heard.

 

New Business:

Bowen made a motion, and Sabourin seconded, to set the public hearing for the HSV Redi-Mix rezoning request on September 9, 2026, at the Planning Commission meeting. Motion carried.

 

Pray motioned and Bowen seconded to move the regularly scheduled November 11, 2026, meeting, which falls on Veterans Day this year, to Wednesday, November 18, 2026. Motion carried unanimously.

 

Unfinished Business:

Sanctum of One God Special Use Permit: The Commission emphasized that additional information requested at the June meeting remained necessary before an informed decision could be made, including an updated Site Plan.

 

A motion was made by Sabourin and seconded by Chairman Holtz  to postpone action on the Special Use Permit filed by The Sanctum of One God – 6801 Creyts Road:

WHEREAS, following the public hearing on June 10, 2026, the Windsor Charter Township Planning Commission requested additional information from the Applicant, which was not provided until Tuesday, August 4, 2026, and therefore did not afford Township staff sufficient time to complete a full review of the submitted materials; and

WHEREAS, the Planning Commission requested several specific categories of additional information, but the supplemental information submitted by the Applicant did not include all requested information, including, among other things, an updated site plan.

THEREFORE, I MOVE that the Windsor Charter Township Planning Commission postpone action on the pending application for a Special Use Permit submitted by The Sanctum of One God ("Applicant") for the property located at 6801 Creyts Road, Dimondale, Michigan 48821, until the November 18, 2026 meeting of the Planning Commission, to provide additional time for the Applicant to submit all information previously requested, including:

  1. A final site plan reflecting the Applicant's current proposed use of the property, including:

a. Parking areas, including overflow parking areas.

b. All outdoor activity areas.

c. The intended uses of all outdoor activity areas; and

d. Currently installed and/or proposed signage for the property, including T-signs.

  1. Pictures or representative examples of the driveway T-signs.
  2. Fire Department Access Road information requested by Assistant Chief/Fire Marshal William Fabijancic on page 1 of his letter dated April 28, 2026.

This information shall be provided no later than 30 days in advance of the November 18, 2026, Planning Commission meeting.  This information shall be provided no later than October 16, 2026, which is 30 days before the November 18, 2026, Planning Commission meeting, to allow adequate time for Township staff review.
