Chairperson Holtz
opened the public hearing regarding the HSV Redi-Mix rezoning request for
Parcel No. 080-009-300-002-00 and called for questions and comments from the
public.
Mark McKeever of
HSV Redi-Mix
presented an overview of the proposed project. The applicant is requesting
rezoning of the property, located near Guinea Road and Lansing Road, to allow
for the construction and operation of a ready-mix concrete plant serving the
southwest Lansing area.
McKeever stated
that operations would initially include approximately eight mixer trucks, with
the potential to expand to 10–15 trucks as demand increases. The site was
selected based on its proximity to customers, convenient access to I-69, and
lower land costs compared with property already zoned for industrial use. The
facility would also serve as a backup plant for the company's Lake Odessa
location.
The proposed
facility would not include retail operations and would primarily function as a
truck-loading facility. Raw materials, including cement powder, limestone,
gravel, and sand, would be delivered to the site. The proposed plant would
include three silos with a maximum height of approximately 52 feet. McKeever
stated that the plant equipment would be enclosed within a building designed to
resemble a standard industrial facility. Bag houses and dust-collection
equipment would be utilized to control dust generated by the operation.
.
Charles Culton, 9650 Billwood Highway, submitted written comments by email to the Clerk, which were read aloud by Chairperson Holtz. Culton expressed concerns regarding increased large-truck traffic, noise, and safety along Billwood Highway.
Austin Robison, 9453 Billwood Highway, referenced his previously submitted letter of objection and reiterated concerns regarding increased truck traffic on Billwood Highway.
Curt Myers, 5882 Nixon Road, asked questions regarding the proposed facility’s operations and potential plans for future growth at the site.
With no
further comments or questions, Chairperson Holtz closed the public hearing at
7:19 p.m.
